Gavin Colaco, Partner, Fragomen
Gavin has over 22 years of immigration management and practitioner experience in multiple geographies, both in-house and at Fragomen, bridging strategic planning to functional excellence and currently manages several key account portfolios across industry sectors. He is a Knowledge Champion and Business Product Owner, with a keen focus on people, process and technology leveraging the key components of data. Gavin brings a unique perspective to the partnership: he works to enhance Fragomen’s operational excellence through a variety of internal and external strategic initiatives for the firm as well as improving client outcomes and enhancing the value proposition to the firm’s clients.
An immigrant himself, Gavin brings a unique perspective to the table, having played the role of both client and service provider. Serving on the firm’s Data Governance Board as well as the Design Governance Board, he is also a key Business Sponsor of the Digital Reimagination and Transformation of the firm’s operations leveraging next-generation approaches to process design, automation, optimization and enhanced user experience across the value chain for clients and internal stakeholders including the responsible use of artificial intelligence and next generation approaches to digital identity concepts that will revolutionize the way in which data is managed, governed and leveraged in the future.
Brian Fehrer works with organizations to align talent strategies to business outcomes and drive performance improvement in the Talent function. His global expertise in consulting and building Talent Center of Excellence capabilities enables his clients to strategically invest for accelerated growth and operational efficiency.
Currently, Brian is consulting with several non-profit organizations on talent retention, Inclusion & Diversity, and recruiting strategies. He is also advising a start-up Recruitment Process Outsourcing services organization on marketing and service offerings.
Recently, Brian served as Head of Talent for CSL, a $13b global biotech organization, where he built the talent acquisition function and implemented Center of Excellence capabilities in Succession Management, Strategic Workforce Planning, Early Careers, DEI, and Managed Staffing. During Brian’s tenure, CSL grew from $4.8b in revenue with nearly 12,000 employees, to over $13b in revenue with more than 32,000 employees. Before leading the Talent Center of Excellence, Brian held talent acquisition roles of increasing responsibility at CSL.
Prior to joining CSL, Brian worked in the healthcare finance and technology industry where he was AVP, Staffing & Consulting for Tenet Healthcare/Conifer Health, and Director of Recruiting for Precyse Solutions. Earlier, he spent 10 years as a Consulting Practice Leader with DoubleStar, where he ledRPO engagements and consulted with such notable clients as Penn Medicine, Sloan-Kettering, Mainline Health, UMass Memorial Health, GSK, and Pfizer, to create customized talent acquisition solutions.
Brian earned a Bachelor of Science degree in Labor Relations from Penn State University and has recently undertaken certificate work in Organizational Analysis at Stanford, and AI Applications for People Management at University of Pennsylvania.
In addition to his career, Brian has participated on non-profit boards and mentors early to mid-career professionals in the talent acquisition and management profession.
Scott Leeb, Chief Knowledge Officer, Fragomen
As the Chief Knowledge Officer, Scott leads Fragomen’s Knowledge group, which is fully dedicated to the creation, curation and management of the firm’s knowledge. Scott is responsible for making Fragomen’s worldwide immigration knowledge readily available to keep Fragomen teams informed so they can provide optimal services to clients and keep clients apprised of the latest developments in immigration and potential impacts on their program.
Over the past two decades, Scott has created, managed and grown the business intelligence and knowledge management functions at four Fortune 500 companies and a leading international philanthropy. As a consultant, he advised the U.S. Department of Army, the International Monetary Fund, the World Bank and the Saudi government on how to maximize their knowledge management capabilities.
Rahul Shah, Partner, Fragomen
Rahul utilizes his extensive immigration law experience to help clients build compliant global mobility programs, increase efficiencies and improve their employees’ experience. Whether they are building a first-time program or expanding an existing one, Rahul develops customized strategies based on the company’s size, industry, employee population and ensures processes and outcomes are clear and understandable to all stakeholders. He leads Fragomen’s Matawan, NJ office and serves as a member of the firm’s IT Consulting Group and Pro Bono Ambassadors network.
Coming from a family of immigrants, Rahul has a personal connection to the process, but more importantly he knows that his role helps multiple stakeholders—from the corporation to the foreign national and their family—benefit the economy and the country. Prior to joining Fragomen, Rahul served as a Staff Attorney with the U.S. Department of Justice, Board of Immigration Appeals through the Attorney General's Honors Program.
Maxim Tambling, Principal, Global Head of Talent Strategy & Development at Vanguard based in Malvern, Pennsylvania. In this role, Maxim is responsible for the creation of Vanguard’s talent management strategies and critical talent activities including succession planning, talent reviews, talent consulting, and leadership and enterprise wide development programs. Maxim has moved to this role following three and a half years as the Head of Human Resources for Vanguard Australia and Asia.
Prior to commencing at Vanguard, Maxim gained over 18 years of experience as a leader and professional in the field of Human Resources, working for a number of global organisations in Australia, the United Kingdom and Hong Kong including AMP, Thompson Reuters, General Electric and AXA Asia-Pacific.
Maxim holds a Bachelor of Arts in Psychology from the University of Tasmania, and a Masters of Business Administration from Deakin University.
Married with two children, Maxim enjoys coaching his children’s basketball teams, seeking out the best coffee spots and following a multitude of sporting leagues from across the globe.
Jay Wiesner is the Senior Manager of Mobility at Comcast. He has been on Comcast’s Mobility Team for the past 5 years and has enjoyed learning everything it takes to create a positive relocation experience for all involved, from the transferring employees and their families to relocation suppliers and everyone in between. Previously, Jay worked in other departments at Comcast including Executive Search and HR Shared Services. Born and raised in Minnesota, Jay has a Midwestern soul with an East Coast attitude.
